Ok so this only started after the server moved but any way when i start razor and click ok it comes up with the error. Doesnt do it for any other server. If i start 14 - 15 copies of razor in 1 quick run then eventually one will get through.
Anyway here is the error.

That's probably related to your network issues. Means it can't do a DNS query to resolve the host name. not sure why razor even needs to do that though, but it's a good indication you probably can't connect.

if this is the only shard for this game thats gives me the problem its probably the shard.
The only ultima shard. I can cruise around no problem on other american game servers for Team fortress 2 and the like.
Like I say it did start when u moved the server.

No, you are probably wrong. Your issue sounds like a DNS one, which means the DNS server you are pointing to (or the DNS server that DNS server is pointing to, etc.) may have an issue with the shard DNS entry. I have seen this before where reverse DNS lookups are taking 10 times longer than they are supposed to and slowing everything to just the affected host way down. The fact that this started for you after the server move reinforces the fact that a DNS server somewhere that you are using has a stale entry. Did you try entering UOValor's IP address in the razor server field instead of the hostname? You can easily get the IP address from the command line by pinging the hostname. You can also see how long it takes for DNS to lookup the IP address from the hostname by doing an nslookup.
