[update Dec 6 2025] - Banner upload and misc tweaks

I just made an update to the shard management system, it is now possible to upload a banner image to the server, instead of pointing to a URL. This is now the only way to do it. Existing banners will be converted over time. This is made in effort to speed up the site and reduce the amount of queries to external sites that need to be made for a page load.

Note that it is possible that you lose your banner and need to go and upload it manually. For some reason the conversion script occasionally fails to find the banner on the url and marks it as invalid then clears the entry in the DB. This is by design to clear all the dead URLs but sometimes it fails to detect a valid URL properly and flags it as invalid. I did not spend much time troubleshooting this as it seems to be happening like 1 in 100 times.

Also added a few misc display tweaks to the site such as showing the date a server was last online when it shows offline and other misc stuff like that.

Lastly, I noticed a lot of defunct shards were still showing up, I suspected there was an issue but looked into it further and discovered there in fact is an issue with the poller and it not clearing old entries from being displayed. I believe I fixed it but it requires more testing. In the meantime I have tweaked the vote reset script to also cleanup those shards.
